The Chinose have then no cause to raise the question of the status
of the delegation from Hong Kong, as there is no separate
representation to which they can take exception by claiming that
Hong Kong is an integral part of China. Essentially the question
hure is to ensure that Hong Kong is aware of what is happening in
the UK bodies and able to raise questions about, and deal with,
points of particular interest to liong Kong, that may arise.
Kong's interest could be adequately safeguarded by the inclusion
of an adviser from Hong Kong in the UK delegations to the UPU, UOC,
WIPO, ITU, and WHO, where the interests of the UK and of Hong Kong
are similar.

4. However there is a need for separate llong Kong
representation in those areas of technical and regional discussion
where the Hong Kong interest and the UK interest do not
necessarily coincide. Our shipping interests differ in the 2CAFE
trade committee, and our textile interests in the ILO textile
conferences. It is preferable that dong Kong be able to deal with
its own problems in the ICAO, WHO and FAO technical groups and in
WMO regional bodies. Hong Kong is a regional member of the Asian
Development Bank in its own right, and also an Associate Member of
IMCO and ECAFE.
RECOMENDATION
5. I recommend that, wherever possible, Hong Kong's interests
should be protected by the inclusion of Hong Kong representation
in the UK delegations to the various UN bodies, in order to avoid
/confrontation ...
