2. I enclose herewith nomination forms in respect of Messrs CP Man and J Pennie for the above course which is being held in Bangkok from 3 to 18 December 1973. I am sorry it was not possible to get these to you by 15 September, the closing date for nominations, but we had some difficulty in obtaining copies of the nomination forms.
