candidates of UK origin for all three categories.
Finally our backing of Hong Kong Chinese for posts unde
(a) and (b) could hardly fail to irritate the Chinese.

In short we cannot' and would not object to Hong
Kong candidates running, despite the fact that they
count against the UK quota and thus technically remind
the Chinese of our view of Hong Kong's status; but thes
candidates must not expect any official backing.

We were grateful to hear of the increasing interest
of China in the Organisation. Could you please keep us
informed of any future developments in this field?
7. In view of the general problems which your letter
has raised, I am sending a copy of it, together with
this reply, which has been cleared with the ODA and with
the relevant FCO geographical departments, to Dick
