In the case of UNIDO, candidates are unlikely to come under 3(a) certainly in the present case where the long kong candidate was of middle rank professional status. 5(c) also does not apply because we are over represented in UNIDO. Furthermore

it seems that the present type of candidates' skills apply directly to UNIDO work in a professional capasity, and for this reason do not come under 3(b). Forever our backing of Hong Kong Jainese for posts under (a) and (c) might well irritate the Chinese.

In short we cannot and would not object to Hong Kong cyndicates running, accepting the fact that they count against the UK quota; whether or not such candidates could expect official backing would depend on all the siroumstances at the time.

6. we were very interested to hear of the increasing interest of China in the Ürganisation. Could you please keep us informed of any future developments in this field.
