Finally, it should be noted that during a meeting of the UPU's Consultative Council for Postal Studies in November 1972, the Chinese objected to the inclusion of "Hong Kong" as a member of the Ensemble in polemical, entirely political terms. We must expect a similar statement at the next Congress.
