McKinseys are tackling the implications of Chapter 4

in their new extended survey. I understood from the Governor

that they were also going further in that they were authorised

to examine the relationship of the centralised Secretariat

system with Executive and Legislative Councils. Devolution

of responsibility leads almost inevitably to differentiation

of function within Executive Council and thus to something

close to the "member system".

6. I do not think there is any call for us to intervene

with Hong Kong at this stage. Mr Clinton has promised a

clin

fuller account in a couple of months' time. I think it is

very possible that we shall then be asked not only for

comments but also for help in finding staff.
