We have received, on a personal basis, copies of the first report
(summary attached) but this is being followed up by the main
investigation of the role of the centralised Secretariat.

it was not in their original brief. The Governor says that it
was but that there may have been a misunderstanding.
2. We do not know what Dr Copisarow is coming to say to Mr Royle.
There have been some personality problems in the investigation.
Mr Haddon-Cave has not entirely welcomed their appointment. For
their part McKinseys are believed to be critical of some senior
officers, notably the Establishment Secretary, Mr Kidd, and the
DPW, Mr Robson. It is possible that Dr Copisarow may want to
discuss personalities. We should, however, be cautious about
doing so. McKinseys are appointed and paid by the Hong Kong
Government who have not yet received their final recommendations
or commented on them. We must avoid any impression of discussing
Hong Kong with their paid advisers behind the Hong Kong
Government's back.
3. I therefore recommend that Mr Royle should, in the main,
listen to what Dr Copisarow has to say and should agree with him
whether he, or we, or neither of us should let Hong Kong know
that he has made this contact.
