in systematic and disciplined steps which involve the production of much more data to put into the plan, so that there is more chance of the answers coming out right. Also, an essential component is the production of options or alternatives to enable the decision-makers, who will be exer- cising political or value-judgements, to choose what targets to go for in the light of the resources which are at their disposal. The broad objectives of the medical plan which has the active support of Gerald Choa have already been endorsed by the Goverror's Committee and we have now reached stages 6 and 7 in the compilation of the plan, which has already thrown up deficiencies in earlier thinking and pin- pointed areas where certain changes could produce more cost-effective utilisation of scarce resources of manpower, buildings and land. Meanwhile a reconstituted Medical Development Advisory Board, replacing the existing Medical Advisory Board and the Medical Development Plan Standing Committee, is being formed and will be vitally involved in due course in the planning processes.
The secondary education plan in its broad concepts has also got to about stage 6 and the Governor has directed that the plan with its various alternatives and subject to a financial resource view should be put to the new Board of Education for their recommendations. Jack Canning tells me he is well satisfied with its content and progress though unhappy about the financial views; however, they are constructive and I am hopeful that we can strike the right balance without too much argument.
(b) Annual operating plans. These are being
prepared in two areas: first, in the USD on garbage collection, and second, in the Police on Traffic Branch activities. Both these plans are more or less on schedule (being about two-thirds completed), but it is a little early to say much about them except that the lap sap plan (not to be confused with David Alexander's lap sap campaign) has already indicated a number of potential areas for improved efficiency and savings in both manpower and vehicles.
