MANAGEMENT SURVEY: HONG KONG
1. You may wish to see Mr Clinton's most recent letter of
16 March to me. I do not think there is sufficient hard
information in it to merit submission further, though the
details of the proposed modifications to Ex Co and Leg Co
will be important when we get them. I am dealing with his
paragraph 2 separately on staffing papers arising from
Sir D Watson's recent meeting.
2. You may wish also to glance at Mr Clinton's rather
discursive letter to his Heads of Department (I hope he
does not count the Commissioner of Police as such, as the
letter is rude about him); but it also tells us nothing new
of substantial importance.
