The Right Honourable Sir Alec Douglas-Home,

Secretary of State for Foreign and Commonwealth Affairs, House of Commons,

London S.W.1.,

ENGLAND.

Dear Mr Secretary,

This letter is written in support of a telegram sent to you on the 19th January, 1973.

"THE HONG KONG BAR ASSOCIATION AND THE LAW

SOCIETY OF HONG KONG MOST STRONGLY URGE THAT THE TERM OF OFFICE OF THE CHIEF JUSTICE SIR IVO RIGBY BE EXTENDED TO THE AGE OF SIXTYFIVE FULLSTOP SUPPORTING LETTER FOLLOWS"

The telegram was despatched by us in our respective capacities as Chairman of the Hong Kong Bar, the Immediate-Past Chairman of the Hong Kong Bar and the President of the Law Society of Hong Kong. We regard our request for the extention of the term of office of the Chief Justice as a matter of utmost concern to the community in Hong Kong. For some time the legal profession in Hong Kong has entertained the view that for a person of the quality of the present Chief Justice, Sir Ivo Rigby, compulsory retirement from the office at the age of 62 constitutes a gross deprivation of talent, experience and zeal to the community. We have not hitherto brought the matter to your attention because of the apparent inflexible position under the Colonial Regulations which require officers of the Crown to retire at 55 and, under the Letters Patent, Her Majesty's Judges at 62. However on the 18th January, 1972 the Hong Kong Government announced that it was considering a proposal to increase the retirement age of all civil servants to 60 and this has caused us urgently to suggest by our telegraphic communication to you that the position of the Chief Justice of Hong Kong should be reconsidered.
