In his minute of 28 November Mr Youde asked that the Department should give some thought to the questions which Dr S Y Chung's proposals might raise.

2. I consulted Gibralter & General Department, Far Eastern Department and the departmental Legal Adviser. You may like to see their comments.

3. I think the points made in paragraph 4 of Mr Pauncefort's minute of 14 December is a very strong argument against such a proposal. However, in the light of the cancellation of the Prime Minister's visit to Hong Kong there is probably no need to take this matter any further at the moment.
