Dear Dich,

You wrote to me on the 12th January

about a letter (which seemed rather like a petition) sent by Mr. Yun to the Prime Minister. In my reply of the 27th January, I said that we would suggest how it should be dealt with if Mr. Yun did return to the charge and wrote through the correct channels. He has now done this, and I attach a copy of his letter OS/BG-3/DRM/73 of the 8th March to the Governor, together with a copy of the original letter he addressed to the Prime Minister.

As I told you when I wrote before, we do not take Mr. Yun very seriously, and the "Party of Liberty and Democracy" is virtually a one-man band. We therefore suggest that you ask us to send a very brief reply, saying no more than that we have been directed to inform him that his views have been noted. We shall probably be wise to leave it at that.
