plan for Social Welfare. The details are expected to be

announced in Legislative Council in October.

6.

The Hong Kong Government's policy on health services

is to provide directly or indirectly low cost or free

medical and personal health services to the many who cannot

afford to pay.

Their Medical and Health Department provides

hospital and clinic facilities throughout both urban and

rural areas, and maintains maternal and child health, school

health and port health services.

The Proposed Hong Kong Underground

7. The Hong Kong Government have decided in principle on

the construction of a Mass Transit Railway. It is expected

to cost some £500 million in all, to have 48 stations and

to be some 33 miles long. One line will link Kowloon

(Tsimtsatsui) to Hong Kong Island. A British consortium

will be competing for the construction of the project.

Relations between HMG and the Hong Kong Government

8. There are at the moment a few matters at issue between

HMG and the Government of Hong Kong, notably currency problems

arising from the floating of sterling, and proposed restraints

on Hong Kong's exports of polyester cotton textiles to

Britain. HRH Princess Alexandra should be aware of this,

although there is no need for her to be concerned with the

details.
