Thank you for your helpful minutes. You will now wish to see Mr Fletcher's letter at folio 59 and his answers to the questionnaire. I think these largely answer the points raised by Mr Hurst.
2. In regard to Mr Newman's minute, I would like to comment re his paragraph 2 that whatever Mr Y K Pao's motives (but also see Mr Fletcher's letter) the Hong Kong Government do, I am sure, see worth-while political and economic benefits, particularly the former, from a Hong Kong register. Í take the point in paragraph 3 on the overriding importance of maintaining standards but we can accept the Hong Kong Government's assurance on this. I have passed your comments on the possible application of the Bermuda Merchant Shipping Act to Mr Standen, Head of Branch I (Policy and General) of the Marine Division of DTI. Mr Standen is flying to Hong Kong at the end of this week to discuss this whole matter with Mr Fletcher.
3. I shall be grateful for any further comments you may have when you have had a chance of looking at Mr Fletcher's letter.
