The position is, therefore, that we are anxious to get on with establishing a separate Hong Kong register and are under pressure from Mr. Pao and our other shipping interests to do so. We also feel ourselves under pressure to some extent, in the same direction, from Mr. Royle and the Prime Minister. Nevertheless H.M.G. would have to approve action by the H.K. Government and the responsible department in the U.K.

the DTI - opposes any such action as contrary to U.K. interests. I do not see how we can do anything more until H.M.G. speaks with one voice on all this. Over to you.
