As you know the Minister for Aerospace and Shipping, Mr Heseltine, discussed with Mr Pao on 4 December the latter's views on the possibility of establishing a separate Hong Kong Register of ships coupled with relaxations in the existing manning requirements. The meeting was adjourned until tomorrow morning at 11.30am when the Minister and officials will be meeting Mr Pao again.
Enclosed for your information is a copy of the brief which we have prepared for this further meeting.
