proposal that there should be a separate Hong Kong register of shipping (with different requirements from those for UK registered ships) to which Mr Fao might transfer his shipping. It was agreed that Mr Standen should meet Mr Pao's representatives to discuss Mr Fao's proposals. The Minister said that the kind of scheme Mr Pao had in mind for a Hong Kong register,, with relaxed officer manning requirements, would create considerable difficulty in the UK from the officers' unions who would consider that their employment prospects were being prejudiced. However, he undertook that the Department would fully examine fir Pao's proposals and would find it particularly helpful if Mr Pao's representatives could provide a note of the advantages of a Hong Kong register and the conditions under which they would like to see it established. Ho said that the Department would approach Mr Lee for any further information that was required, and that he himself would be happy to see Mr Pao when he was next in London to report progress.
