The owners of the vessel must. sign an agreement with the Inter-- national Transport Workers' Federation, london guaranteeing that the wages, hours of work and other working conditions, and the social security provisions applying to all members of the crew shall be not less than the Forth European average standard, which for present purposes shall be the

agreements. An ITF Sub-Committee is in the course of drawing up the ITP's own agree- ment for flag-of-convenience ships. Details of this agreement will be circulated to all interested parties as soon as it is available.

Where the crow are not already members of an appropriate bona fide national union affiliated to the ITP, the owners must pro-- vide a crew list end enrol all members of the crow in the ITF Special Seafarers' Section. This Section was set up by the rea- farers' trade unions affiliated to the ITF to provide trade union representation for crews of flag-of-convenience ships, particularly those of mixed nationalities, not eligible for membership of a national union. The enrolment fee is £4. per man and the an- nual contribution £3, per man. A membership book with a record of contributions paid is issued to every man,

A further agreement covers the owner's contribution to the Sca- farers' International Welfare and Assistance Fund. The con- tributions are calculated on the basis of £4. (2.c. £48.- per man per year). The Fund was set up to help pro- vide welfare, social and recreational facilities in various ports around the world for seafarers of all nations, especially those serving in flag-of-convenience ships, end is administered by an international committec of representatives of IT affiliated unions.

Agreements may also be signed by JPF-affiliated unions on behalf of the IP.
