The I.T.F. define a "flag of convenience" as follows :-

"Where, in the case of vessels sailing under the

flags of countries which are not considered to be traditional maritime countries, the ownership and control. of the vessel is found to lie elsewhere than in the

country of the flag the vessel is flying, it is to

be considered as sailing under a flag of convenience. "

In maritime circles, those countries which are looked upon as being flag of convenience countries, include, Panama, Liberia and Honduras, to which, in recent years, has been added Somalia and Singapore.

A new expression is introduced referring to "Crews of Convenience".

The British Shipping Federation Limited (a shipowners/employers organisation) in London, on the 4th April 1972, issued a circular letter

to all owners on the subject of "I.T.F. Resolution on the employment of crewo of convenience.".

A copy of this circular and the I.T.F. Resolution, is attached herewith as Annexure B.

From the I.T.F. Resolution on "Crews of Convenience", this term refers to ships menned with seafarers of nationalities other than that of the country of the ships' flags and in respect of whom there has been no prior consultation and agreement with the bona fide seafarers' trade union(s) of the country of the ships' flag.

From this same I.T.F. Resolution, it is declared the I.T.F. ន policy is "directed towards establishing the principle that the wages and conditions of serving seafarers should, in all cases (except that of flag of convenience vessels), be governed by the conditions operating, by agreement with the bona fide seafarers' trade union(s) concerned, in the country whose flag the ship is flying"
