of Marine or the Commissioner of Labour, as they see fit, to the effect that a ship owned by a Hong Kong shipowner is employing a Hong Kong crew at wages and conditions of service which are good by general Hong Kong standards. This, surely, should be at least as acceptable as e.g. a Philippine ship employing a Philippine crew belonging to a union affiliated to the ITF.
