QUESTIONNAIRE
In order to assess the extent of the problem raised by Mr Y K Pao in meeting the current requirements for the carriage of certificated officers, in particular at 2nd Engineer and 2nd Mate levels, on ships registered in Hong Kong and to consider possible ways in which e problem might be resolved, it would be helpful if the Director
Marine could furnish the following information and/or comments as appropriate:-
1 (a) Is there a problem about finding sufficient certificated officers in Hong Kong who comply with the certificate requirements for Hong Kong registered ships?
(b) If so, is the problem mainly confined to 2nd Mates and 2nd Engineers? Also which of these grades causes the bigger problem?
(c) In resolving the problem to what extent is it found necessary to resort to the issue of dispensations and at what levels?
(a) As regards (a) above, to what extent are those who are available known to have unsatisfactory records of service (possibly because of misconduct, alcoholism or drug-taking)?

If Mr Pao were to decide to register a substantial number of his ships in Hong Kong, would it be difficult to provide the requisite duly certificated officers and, if so, would difficulty be likely to arise only at certain levels eg at 2nd Mate and 2nd Engineer level?
3 (a) What support is there for Mr Pao's statement that good quality foreign officers holding equivalent qualifications to our own are available in Hong Kong?
(b) In general what nationality are these officers and what certificates of competency do they hold?

In connection with (3) what in general are the nationalities of the officers on Mr Pao's ships which trade to Hong Kong, in particular those registered in Liberia?

Has Mr Pao any ships at present registered in Hong Kong and, if so, which are they? Has it been necessary to grant any of them dispensations and, if so, for which positions?
6 (a) Does Mr Pao recruit Hong Kong subjects who have undergone training in the nautical and engineering schools in Hong Kong and taken examinations for Hong Kong certificates?

(b) Does Mr Pao sponsor either (i) Hong Kong nationals or (ii) foreign nationals for cadetships in such schools, and, if so, numbers does he send annually?
(c) If he does not sponsor any cadets, is the reason so far as foreign nationals are concerned that the schools are not prepared to accept them? If so, why is that?
