1 In his letter of 9 August to Mr Wilford, Mr
Archer suggested that Mr Goodfellow, whilst in
Hong Kong, mi ht discuss with the Hong Kong
authorities the question of registration of shipping
in Hong Kong. In a manuscript minute on the letter
you asked wh ther there was time to get all this out
whilst Mr Goodfellow is in Hong Kong.

In fact there is just time, if we get the letter
in the bag closing tomorrow morning, 12 August.
Goodfellow is going to Korea on 13 August and
returning to Hong Kong on 16 August. I accordingly
propose to write to him on the lines of the attached
draft. I also attach a draft interim reply which you
may wish to send to Mr Archer.
