1. As you know, the Prime Minister has asked for a brief about a Hong Kong resister of sipping. This followed a meeting between the Prime Minister and Mr Y K Pao.

2. DTI have now produced a draft brief. This is behind folio 47. You will see that the letter also enclosed a questionnaire which it was suggested I should discuss whilst I was in Hong Kong last month. My telegram RTC 123 (folio 53) and my letter to Mrs Wicks at folio 54 contain the initial reactions

of the Hong Kong Director of Marine to the brief questionnaire.

The latter has promised fuller written comments tol be sent this week.

You will wish to see the brief at this stage, and I shall be grateful for any comments you have on it, particularly in the light of the initial reactions from Hong Kong.
