In conclusion, H.E. agreed to examine Mr. Pao's requests and explained that although we can legislate for a Hong Kong Registry, and that such legislation may take over a year to get to Executive Council, we are inevitably bound by the Merchant Shipping Act and will, therefore, need U.K. approval for any new legislation. It was essential that the standards which had been set by the Merchant Shipping Act for British registered ships were in no way lowered merely as a matter of expediency, but we did not wish to put unnecessary difficulties in the way of major shipowners wishing to register their fleets in Hong Kong.

In closing the meeting H.E. spoke informally about the question of the big tankers now being constructed in Japan which were causing IMCO some concern. Mr. Pao took this opportunity to mention that he considered that his Company could provide expert and technical advice to the Director of Marine when the latter was required to attend any meetings of IMCO, as many of his ships were at present, or were expected to be, classified as "big tankers". H.E. welcomed this offer by Mr. Pao.
