We will be consulting H.M.G., through you, more formally about the technical issues involved in this matter, but I felt that you would wish to have some idea now of the way our thinking is moving.

A further immediate question which has since arisen is that of the proper officer manning of the "Seawise University" (former Queen Elizabeth) when she leaves Hong Kong at the end of this month for further refitting in Japan. This was the subject of our telegram No. 961 of 23rd December. I should add that, pending your reply on this, we have not yet discussed the issue with C.Y. Tung because delicate questions vis a vis our relationship with Taiwan could well arise. On the other hand, we did not wish the Director of Marine to invoke his powers of exemption in a case such as this without first consulting H.M.G., as, quite apart from possible political reactions in the U.K., there could e.g. be repercussions in the Intergovernmental Maritime Consultative Organisation. I am afraid that this question is not an easy one and that a number of conflicting considerations are involved, but as it is now pressing we hope that you will try to let us have your views as early as possible.
