Difficulty would be experienced at all levels, but particularly with respect to 2nd Mates and 2nd Engineers.

Question 3

(a) The statement attributed to Mr. PAO that "good quality foreign officers holding equivalent qualifications to our own are available in Hong Kong" must be queried. There are no such officers seeking employment in the Colony Obviously however, and should our manning requirements be liberalised, then a greater potential supply of officers would became available from other countries, thus increasing an owner's chances of recruitment.
