2. This is a highly complex technical and legal issue which should be dealt with by Marine Division. of the DTI. We would of course like to be kept informed of all exchanges.

3. As you know a frequent source of embarrassment to HMG are the activities of vessels, quite rightly described as 'British ships', but over which there is no effective UK control - either as regards the governmental policies under which they operate or the technical standards with which they comply (as long as they steer clear of UK ports).
