4. The answer to Mr Lee's question is of course a matter for your Director of Marine to consider. I hope however that the views of the DTI will be useful to him. We would like to dispose of this manning point once and for all. If therefore your Director of Marine takes the same view as the DTI we think we should give Mr Lee the facts. If you agree, may we have a formula which we could pass on to him.
