Mr William Lee (the World Wide Shipping representative
in London) has sought an appointment for Mr Y K Pao with the
Prime Minister.
2. We have been pressing Mr Pao over the last 18 months to
register more of his ships in Hong Kong. Mr Pao has
consistently maintained that he would like to increase
considerably the World Wide tonnage registered in Hong Kong
but that there are difficulties to be got out of the way first
particularly in connection with manning. However, there has
been some progress. Apart from a statement by Mr Haddon-Cave
during the recent debate on the budget to the effect that the
question of the creation of a Hong Kong Merchant Shipping
Register was being discussed with the Hong Kong Ship Owners
Association and the Hong Kong General Chamber of Commerce, our
latest information is contained in Sir Hugh Norman-Walker's
letter to me of 6 January.
3. I am in two minds about the desirability of the Prime
Minister seeing Mr Pao. On the one hand, the Prime Minister
does not normally see any of our visitors from Hong Kong.
On the other hand, Mr Pao is rapidly becoming the largest
ship owner in the world. On balance, I suggest we should
