12. The question of the possible extension to Hong
Kong of the convention has evidently been considered from time to time. The last occasion was apparently in 1965, when Sir David Trench, in his letter of 9 November 1965, came down against the proposal. In his reply of 15 March 1966 Sir Hilton Poynter agreed to resist any suggestion that the convention should be extended to the Colony "while present circumstances persist".
3. I do not much like WOD's draft reply to Mr Percy Grieve, MP, and I am not sure why they have drafted a separate letter from him to Mr Beard.
I am inclined to suggest that it might be better to send a reply to Mr Grieve more on the lines of the second draft, but with an additional sentence such as "we do, however, keep the question of possible extension of the convention to Hong Kong under periodical review". I think we might then write to Hong Kong to enquire whether the views expressed 7 years ago still apply. In fact I think they may well do so, for the reasons summarised in the final paragraph of Sir David Trench's letter. As far as I am aware the CPG are still unwilling to take back deportees.
