It is thus now 7 years since the problem has been looked
at, and I think it is time to review it again. I accordingly

4. Meanwhile we have to reply to Mr Grieve. I considered
recommending a fairly frank reply, giving the reasons for our
position. I understand however from Far Eastern Department
that we cannot at present be sure that the Chinese would refuse
to accept criminal deportees; we cannot therefore use this
argument. It seems better to say that we periodically review
the position, are doing so at the moment, and will write again
when we have completed our studies.
I attach a draft accordingly.
