You wrote to me on 21 November asking for comments on a letter from Mr. H. G. Beard of Temple House, Little Dean, Cinderford, Glos., about the application to Hong Kong of the European Convention on Human Rights.
It is true that the Convention has not been extended to Hong Kong. We do however keep the question of possible extension under periodical review. We are having another look at it at the moment. I will write again when we have completed our studies.
I am returning Mr. Beard's letter.
