As he may perhaps have told you, MacLehose sees a major aim of policy in Hong Kong as being to spur civic pride. this in mind he is encouraging cultural activities which would create a new image for Hong Kong, particularly attractive to young intellectuals. If this succeeds it will give them a status between China and the West, far more satisfying, I think, than anything that we could devise in the way of a verbal label.
