Thank you for your kind letter about Hong Kong. I did not particularly wish to institue a change. It so happened that I met a lot of Chinese intellectuals during my visit, more than I think are normally met in a short time by the adminis- tration, and I thought it right to report this, because twenty-five years in their lives is not very much. I would not like to question the wisdom of the Governor. Everything seemed so peaceful in Hong Kong that it may be surprising.
