Mr Graham's minute about Lord Butler's letter to

the Secretary of State.

It seems to me that the great majority of the young generation of Chinese in Hong Kong would fall into one or other of two categories specified in their recently enacted Immigration Ordinance (see Mr. Gaminara's layman's note attached).

If the younger generation of wholly or partly Chinese race are British subjects by birth or na turalisation they are defined as "Hong Kong Belongers".

If they are not British subjects as above, but

have been resident in Hong Kong for a continuous period of not less than seven years, they are defined as "Chinese Residents".

(see paras. 3 and 8 of the attached note).

To be an "Hong Kong Belonger" or "Chinese Resident of Hong Kong" is surely just as much an identity as "Chinese citizen of Hong Kong" the only th difference being in the former they are wholly committed to

Hong Kong, whereas in the latter there remains some

link with mainland China.
