certifies that the case concerns the security of Hong Kong or for political reasons affecting the relations of Her Majesty's Government with another country. The Tribunal will consist of a Supreme Court or District Court Judge as the president and two other members selected by the Chief Justice from a panel appointed by the Governor. This regulation provides that the practice and procedure of the Tribunal will be left to the discretion of the president of the Tribunal. If, at a later stage, it is found necessary to prescribe detailed procedural and practice rules for the Tribunal, a separate set of regulations may be enacted to replace this regulation.

(e) Regulation 11

This regulation prescribes the fees, as set out in the Second Schedule to the Regulations, for the issue or renewal of documents, visas and other matters arising under the Ordinance. The fees prescribed remain largely the same as those laid down under the old Immigration (Control and Offences) Ordinance (Chapter 243), but the opportunity has been taken to abolish the single Certificate of Identity and at the same time to increase the fee for the multiple Cer- tificate of Identity from $40 to $50 and extend its period of validity from the present five years to ten years. This move is considered desirable in order to reduce the number of different types of travel documents that are available to stateless residents in Hong Kong. Besides, there has been a steady decrease in recent years in the number of applications for the single Certificate of Identity and more people now opt for the multiple form, which is a more convenient and popular document for international travel. In 1970-71, 9,082 single Certificates of Identity were issued compared with 32, 545 new issues and 6, 887 renewals of multiple Certificate of Identity, but in the first half of 1971-72, only 26 single Certificates of Identity were issued compared with 26, 026 new issues and 1,972 renewals of multiple Certificate of Identity.

(f) Regulation 12

This regulation revokes the existing Immigration (Control and Offences) Regulations (Subsidiary Legislation, Chapter 243) which are no longer relevant for the purpose of the Immigration Ordinance.
