It seems to me that Hong Kong's recent amendments to immigration legislation, including these, are likely to get the Hong Kong Government into very deep water, and one wonders how much the Secretariat have been consulted about them.
2. Regarding Mr Hayes' first point at para 3 of his attached minute, it would appear very desirable that only the Director of Immigration (as defined in the Ordinance) ought to have the power to vary a condition of stay to the dis- advantage of the applicant.
3. On Mr Hayes' second point, to give the power of arrest without warrant to an illiterate and probably monoglot "péon" and it appears that
this is about the status of an Immigration Assistant is to sit up and beg for trouble, and I am doubtful about the other powers that it is proposed are to be given to the rank.
