As far as the exercise of powers and functions is

concerned, I suggest we should telegraph Hong

Kong saying that we have some reservations about

this Bill and suggesting that the Bill should be

amended (a) to allow for Imigration £££*x*xx

Assistants to exercise the powers granted to them

only under the direction from an Immigration Officer;

and (b) to delete the powers of arrest clause.
