Campaign given by Mrs. C.J. Symons to the Rotary Club of
Kowloon on Thursday, March 9, in English, and to the Rotary
Club of Kowloon West on Wednesday, March 8, in Chinese.

Mr. President, Gentlemen,
When I agreed in principle some weeks ago to speak on the work
of the Library Select Committee of the Urban Council, I must have done so
either in a moment of weakness or in the hope that I would be out of the
Chair in good time. However, I have been caught, and so have you.
gentlemen, as I imagine you did not really invite me, except in a rather
peculiar round-about way.
It is naturally an honour for me to address you today, as your
Rotary Club has stood well the test of time, and is in the forefront of
responsible groups on this side of the harbour, involved in community
life and thought.
Later on this year there will be justifiably happy and elaborate
functions in connection with the tenth anniversary of the City Hall, so I
can in all decency refer only briefly to the Urban Council Library service
in 1962; but before I do even that, may I take you back still further to
the Library in the first City Hall which was opened in November 1869 by the
Duke of Edinburgh.
