Ideally each block of flats should have a management committee whose
responsibility would include supervision of the cleanliness of the building,
and power to dismiss any caretaker who does not do the job satisfactorily.

I think we need more litter bins in all places accessible to the public,
and I believe work on this has already begun. I noticed a few days ago that
the labourers who have to do the dirty job of emptying these litter-bins could
have their burden lightened if a more practical design, easily lifted out,
were to be used. The present system of placing litter-bins mainly at bus stops
is not very satisfactory, as they are often obscured by queues waiting for buses.
These are matters in which our committees are constantly making suggestions
and hoping for results.

One of the reasons why people throw garbage into the streets is the
lack of door-to-door garbage collections in some areas. With our modern
multi-storey buildings, it stands to reason that lazy people would rather
throw their garbage out of the window than take it down the stairs, or carry
it to a garbage room at the other end of the building. Door-to-ddor collection
should be compulsory, I believe, and the tenant should pay the small charge
required.

I think too we must find newer ways of garbage collection at garbage
disposal points, instead of those unsightly garbage heaps that disfigure so
many roads today. Research is actually being done on that and some improvements
have been introduced in some areas, but progress is too slow.
