We are all aware, too, of the poor management in some blocks of new
flats, where tenants pay the managements, but managements do not seem to function
once they have collected their money.
Another frustrating aspect of this work is the lack of personnel and
appliances. We are still sweeping the streets of Hong Kong in the manner of
the last century; this takes a large labour force, and we are always told
that we are understaffed. If we ask for new appliances, we are always reminded
that these cost money which is not available. Thus we seem to lack long-term
planning. I am sure that members of the Environmental Hygiene Select Committee
are always badgering the Government for more efficient means of doing the job.
The Keep Hong Kong Clean Campaign
As you probably know, the Urban Council is planning a big clean up,
later this year, a "Keep Hong Kong Clean Campaign" though I have heard the
remark that we should call it "GET Hong Kong Clean Campaign". This will be
different from previous campaigns, as it will take in the whole colony at once,
and not district by district. The whole population will have to face up to the
mess, and see that those who continue to throw litter on the ground are taken
to task.
Legislation is also going to include a liability clause, and I
should be failing in my duty if I did not point out that I have some qualms
about this clause, which will enable the authorities to warn a ground-floor
tenant if there is litter in front of his house, and if he does not clean it up
he is liable to summons.
