She said that for the time being, secondary school standard of
education was perhaps the right level of requirement for any intelligent
election to the 10 or 12 elected seats.
"However, the limitation to only the English School Certificate
holders and the graduates of the two universities in Hong Kong is indeed
too restrictive."
Mrs. Li said that thousands of students with this qualification
from Chinese private schools and post secondary colleges in Hong Kong and
elsewhere, who were just as qualified as those taking the English School
Certificate, were excluded from voting.
"This franchise should be reviewed soon and periodically thereafter.
Perhaps, in time to come, we can even remove this educational restriction
when every young resident in Hong Kong is presumed to have received at
least six years of education," she added.
