MEMORANDUM TO THE HON. D.R.W. ALEXANDER, CHAIRMAN, URBAN COUNCIL
At the meeting of the Local Administration Select Committee held
on 10th December 1971 to discuss the Urban Council White Paper, it

was not possible for the Committee/come to any agrement on the -
composition of members for the new Council.
The 10 elected members have had a further exchange of views on this
subject, and are now unanimously agreed as follows:

In accordance with Phase I of the Urban Council 1969 Revised Report,
the number of appointed members should remain at 10, and not be
increased, as the Urban Council must move in the direction of
more fully elected representation.
An increase in elected members from 10 to 12 is accepted in
order to provide a clear majority of elected members over the
number of appointed members;' this should extablish the Urban
Council as a more coherent body, whose elected element as a
whole would have to accept greater responsibility to the franchise
for the decisions and actions of the Council.
On the basis of (1) and (2) above, the Chairman of the Urban Council
may be retinated from within or outside the Council, as proposed
in para. 11 of the White Paper.
