The Foreign and Commonwealth Secretary has asked me to thank you for your letter of 14 February, 1972 with a copy of your memorandum of 20 December, 1971 addressed to the Chairman, Urban Council.

I understand that this matter is currently being discussed in the Legislative Council and that a decision on the future composition of the Council may soon be expected. Sir Alec Douglas-Home looks forward to hearing the outcome of this discussion.
