APPOINTMENTS TO PUISNE JUDGESHIFS HONG KONG

1. Flease see the draft below (which mentions inter alia the letter from the Chairman of the Hong Kong Bar Association Mr Litton, which I do not think you have seen yet).

2. I am sorry to bother you again with this, but in the course of preparing a submission and a draft letter to the Governor, it has been necessary to prepare also a Curriculum Vitae on Mr Justice Trainor. This is at Flag D, and whilst I think the Curriculum Vitae could well be amended as I have indicated in pencil, I do not think we can prepare a truthful Curriculum Vitae without mentioning that there has been a certain amount of criticism of Mr Trainor whilst he has been in the New Hebrides, which of course is hardly likely to advance his case with the Governor of Hong Kong.

This leads me to ask you if you will confirm that in your view Mr Trainor is sufficiently "meritorious" (see paragraph 8 of the Submission) to have a greater claim to a puisne judgeship in Hong Kong than Mr Jackson-Lipkin.

4. I have spoken to Miss Kelly in Hong Kong Department who agrees that I should send these files direct to you.
