Another point that I might have recorded is that, while at least

one member of the Hong Kong bar (de Basto) has been appointed a

to

Commissioner/try Supreme Court cases, and possibly others,

Mr. Jackson-Lipkin has not been tried out in this way.

Mr. Morley-John has served a good deal as Commissioner.

If a

man serves a good deal as Commissioner he may not unnaturally

regard himself as fit for the Supreme Court bench. Mr. de

Basto is not, Mr. Morley-John is doubtful while Mr. Jackson-Lipkin

is. Perhaps Commissioners' appointments should be made mon

systematically that now appears to be the case.
