1. I have no personal view on this and only mentiond

to Rushford to the extent of confirming that he would

discuss with Rigby and Roberts.

2. If Roberts and Rigby were agreed on this please

telegraph to FCO that CG is distressed by the reply

and asks that someone should discuss with me.

3. In this case please confirm to me that Rigby's

argument is that his proposal was made, in effect, in

the light of just such a period of try-out by admini-

strative action as that suggested in penultimate

sentence of FCO Saving No 59.
