I enclose a copy of
his curriculum vitae. He appears to be a suitable
appointee and he is overdue for a move from the
Western Pacific. The fact that he is aged 58 would have the advantage of reducing any tendency towards
stagnation in the High Court Bench. It is also
worth bearing in mind here that Cons/at 44 would not ordinarily be due retirement until 1990. Also that
Jackson-Lipkin at 49 is still young enough to have
quite a few more chances.

of the Bar then clearly his claim as a non Govern-
ment Servant to a Puisne/Judgeship would be the
greater.
