In these circumstances, it seems reasonable not to reply to de Basto, who now holds no office in the Hong Kong Bar Association, but to wait until the Secretary of State is ready to answer the petition put in by Litton.
If it is necessary for Mr. Royle to reply to Mr. Tilney, perhaps it would be sufficient for him to say that, as he (Mr. Royle) understands that Litton has, as Chairman of the Hong Kong Bar Association, put in a petition to the Secretary of State on the same subject, it would not be appropriate for Mr. Royle to deal with the problem by personal correspondence.
