I am very sorry that you have had to wait so long for a reply to your letter of 11 October about appointments from the Bar to the Bench in Hong Kong.
I have been in touch with the Hong Kong Government and I understand that the Chairman
of the Bar Association has now submitted a petition on this subject to the Governor for transmission to the Secretary of State. In the circumstances, as I am sure you will understand, it would not be appropriate for me to comment at this stage on Henry Litton's letter to you of 29 September 1971, until Alec has had an opportunity himself to consider the petition.
